Capacity Building under National e Governance Plan (NeGP) – Perspective
Most States lack quality personnel on full time basis and skill sets needed to handle the challenges that are likely to be faced in implementing vision and objectives of NeGP. These include
- Aligning project design to NeGP Service Orientation
- Bringing standardization and consistency across initiatives
- Change management and training requirements
- Government Process Reengineering
- Optimizing Cost and resource utilization
- Leveraging external resources
- Implementing best practices followed elsewhere
Capacity Building Scheme is aimed at addressing the above challenges in a holistic manner and supporting NeGP achieve its goals through various means such as engaging experts, developing skills and imparting specialised training. The scheme identifies areas of capacity Building support to States through various activities like empanelment of agencies for temporary staffing and recruitment, facilitating States in recruitment and providing orientation courses for decision making bodies, training initiatives, curriculum and content development and human resource management.
To address the above issues, a professional team with appropriate skill-sets and aptitude is required to facilitate the State administration and to carry out the groundwork for State MMPs and other e Governance initiatives including preparing project proposals, implementing the projects. The envisaged team needs to be place at Two levels identified:
- Program level (i.e at State Level)
- Project level (i.e at Department Level)

The State e Mission team is formed and deployed in Tamil Nadu e Governance Agency (TNeGA), the nodal agency for e Governance initiatives in the State, to function as the full time internal advisory body in undertaking e-Governance projects and to implement the NeGP driven Goals of Governance at the State level.
Capacity Building is the important agenda of the SeMT to achieve the above said objectives.
There are three specific capacity gaps identified in the CB Guidelines:
- Personnel with right background and aptitude
- Skill sets of personnel already deployed
- Appropriate institutional framework to handle the programme
- To act as “Champions” in implementing the department’s e-Governance initiatives
SeMT envisages overcoming these capacity gaps by building empowered, competent project teams called the “e-Teams” in every department through
- Develop in-house skills
- Impart training
- Create “District e-Teams” for their respective line departments
- Engage Experts
e-Team formation in various line departments of the State:
To facilitate and drive the e-Governance initiatives “e-Team” (PeMT – Project e-Mission Team) has been formed as “first step” across various departments in the Stateand to be followed at the District levels. These teams at the Directorate / District have to help the department for delivery of the respective Government services to citizen through the CSCs/internet. To equip the e-Team with the required skill sets is the next step. TNeGA through SeMT will provide Capacity Building Programs / Basics and Advance level trainings and other specialized skills up-gradation programs with specific requirements of the department.
The e-Team is required to focus on the following:
- Identify the list of citizen specific services of the respective department, can be delivered through CSCs
- Identify the training needs of the staff of the department, arising due to Government Process Re-engineering for effective delivery of citizen services.
- Developing and nurturing people into e-Governance Champions
- To act as a catalyst for internal Capacity Building by Coordinating and working closely with SeMT in the implementation of Capacity Building program of the department throughout the state.
